Umrah Visa vs Saudi Tourist Visa: What Pakistani Pilgrims Need to Know

The Saudi visa system used to be simple: Umrah pilgrims got an Umrah visa, business travellers got a business visa, and tourism didn't exist as a category. That changed in 2019 with the launch of the Saudi Tourist e-Visa, which not only opened the Kingdom to leisure travel but also explicitly permits the holder to perform Umrah. Pakistani pilgrims today have to choose between the two.

The short answer

If you're going purely for Umrah and want the cheapest, easiest path — use the Umrah visa (via your Pakistani agent or Nusuk Masar). If you want to combine Umrah with tourism, plan to return within 12 months, or have a complex itinerary — the Tourist e-Visa is more flexible.

Why Pakistani pilgrims usually choose Umrah visa

  • It's cheaper for a one-off pilgrimage
  • Pakistani agents handle every step including hotel and transport
  • Most pilgrims have no plan to visit Riyadh or the Red Sea — they fly Karachi/Lahore/Islamabad → Madinah or Jeddah, perform Umrah, and return
  • Group bookings are easier under a single agent file

When Tourist e-Visa makes more sense

  • You're a frequent business traveller to KSA who wants to combine Umrah with work trips
  • You're planning a once-in-a-lifetime trip that includes Umrah + AlUla + Diriyah (the Saudi tourism circuit)
  • You want flexibility to return for a second Umrah within 12 months without re-applying
  • You're a Pakistani expat living in the Gulf where the Tourist e-Visa is easier to obtain

One scenario where it matters: Family Umrah + Riyadh visit

A common Pakistani family scenario: parents want Umrah, but adult children working in Riyadh want to host them for a week. Under an Umrah visa, the pilgrim is technically restricted to Makkah/Madinah/Jeddah and is supposed to leave after 30 days — visiting Riyadh would be a visa violation. A Tourist e-Visa lets the family do both legally.

How Pakistan's Tourist e-Visa eligibility might change

Saudi has been steadily expanding the eligibility list. Pakistan is currently in a 'consulate-only' category — Pakistani nationals must apply via the Saudi embassy in Islamabad or consulate in Karachi rather than the self-apply portal. There has been credible reporting since late 2024 that Saudi will add Pakistan to the self-apply list within the next 18 months. We update this guide when that happens.

Frequently Asked Questions

Can I perform Umrah on a Saudi Tourist e-Visa?

Yes. Since 2019, Tourist e-Visa holders are explicitly permitted to perform Umrah during their visit. You will still need to enter Ihram at the Miqat, perform Tawaf, Sa'i, and Halq/Taqsir as normal.

Can I perform Hajj on a Tourist e-Visa?

No. Hajj requires a separate Hajj visa, granted only via the Saudi Hajj quota system through each country's authorised Hajj agencies. Attempting Hajj on a Tourist or Umrah visa is a violation and results in penalties.

Which visa is faster — Umrah or Tourist?

Nusuk Masar Umrah visa is fastest (24–72 hours). The Tourist e-Visa applied through the Pakistani Saudi embassy takes 1–5 days. Traditional MoFA Umrah visas via a Pakistani agent take 5–14 days.

Does the Saudi Tourist e-Visa let me visit during Hajj season?

Yes, the Tourist visa is valid year-round. However, Makkah is closed to non-Hajj pilgrims during the Hajj week itself (8th to 13th Dhu al-Hijjah), and accommodation is essentially impossible to find. Visiting other parts of Saudi during Hajj week is fine.

Is there a youth or senior discount on either visa?

No. Saudi visa fees are flat for all ages. Children under 6 are sometimes processed at a reduced fee under family applications via Nusuk Masar — check at time of booking.
