Gulf Work Visa from Pakistan 2026: Saudi, UAE, Qatar, Kuwait, Bahrain, Oman

Pakistan is the largest source country of expatriate labour in the Gulf, with workers in construction, healthcare, hospitality, domestic work, retail, IT, and skilled trades. The Gulf work visa process involves a multi-stage chain — sponsor / job offer → attestation → GAMCA medical → consulate stamping — that can take 2–4 months. Here's the 2026 reality.

Step 1 — Find a job through a licensed channel

Pakistani workers should ONLY accept Gulf job offers through licensed channels:

  • OEC (Bureau of Emigration and Overseas Employment) — Pakistani government body that registers overseas job offers
  • POE (Protectorate of Emigrants) registered Pakistani Overseas Employment Promoters — vetted private recruiters
  • Direct employer offers from GCC firms — usually for skilled positions (engineers, doctors, IT, finance)

Warning: Unregistered 'agents' charging PKR 200,000–500,000 for promised Gulf jobs are a major source of fraud. Always verify the recruiter's POE license on bemb.gov.pk.

Step 2 — Receive your Letter of Offer / Demand Letter

Once an employer in the Gulf wants to hire you, they generate a Demand Letter (in Saudi: 'Wakala' or 'Power of Attorney'; in UAE: 'Offer Letter') which is the formal job offer. This document is the foundation of everything that follows.

Step 3 — Visa Quota / Block Visa

The Gulf employer must have an approved visa quota (Block Visa in Saudi; Labour Approval in UAE; Visa Quota in Qatar) before they can hire you. They submit the demand letter + your details to their country's labour ministry, which approves the foreign worker quota.

Step 4 — Pakistani document attestation

Now you (the worker) get your documents attested in Pakistan via the three-stage chain (HEC + NADRA + MoFA + destination country embassy). Documents required vary by country and job category but typically include:

  • Educational degrees (HEC + MoFA + Embassy)
  • Police Clearance Certificate (PCC + MoFA + Embassy)
  • Marriage certificate (NADRA computerised + MoFA + Embassy) — if going with family
  • Birth certificates of children (NADRA + MoFA + Embassy) — for family
  • Experience certificates (employer attestation + MoFA + Embassy)

For skilled jobs (engineer, doctor, nurse), additional verifications apply — Pakistan Medical Commission verification for doctors, Pakistan Engineering Council for engineers, etc.

Step 5 — GAMCA medical

You undergo the GAMCA medical at an authorised centre in Pakistan (see our dedicated GAMCA guide). Fitness certificate is required by every Gulf country.

Step 6 — Visa stamping at the destination country embassy/consulate

With attested documents + GAMCA fitness + demand letter, you apply for the actual work visa stamping at the destination country's Pakistani embassy or consulate. Typical timeline: 5–15 working days.

Step 7 — POE protector stamp + OEC registration

Before flying, every Pakistani going to the Gulf for work MUST get the Protector stamp from the Protectorate of Emigrants. This is mandatory under Pakistani Emigration Ordinance. The stamp is a small label affixed to your passport at one of the 8 POE offices (Karachi, Lahore, Islamabad, Multan, Rawalpindi, Peshawar, Quetta, Faisalabad). Without it, immigration at Pakistani airports will block you from boarding the Gulf-bound flight.

Saudi Arabia

  • Most common Gulf destination for Pakistanis (~2.6M Pakistani workers)
  • Sponsor system (Kafala) under reform but still in force
  • Iqama (residence permit) issued in Saudi after arrival
  • SAR 200–800 monthly Iqama fee for the sponsor (recently reformed)

UAE

  • ~1.7M Pakistani workers
  • 2-month Employment Visa for entry, converted to Residence Visa after arrival
  • Emirates ID issued for residents
  • Tawjeeh orientation programme mandatory for new arrivals (1 day)

Qatar

  • ~200,000 Pakistani workers
  • Kafala reformed in 2020 — workers can now change jobs without sponsor permission
  • Hayya app card required since 2022

Kuwait

  • ~100,000 Pakistani workers
  • Specific 'Article 17' or 'Article 18' visa categories
  • Government sector vs private sector different rules

Bahrain

Common worker rights to know before signing

  • Read the contract in full BEFORE leaving Pakistan
  • Note the wage in writing (some employers reduce wages after arrival — illegal but happens)
  • Confirm food and accommodation arrangements
  • Keep a copy of your contract in Pakistan with family
  • Confirm working hours, weekly off, annual leave, return ticket entitlement
  • Note end-of-service gratuity terms (legally mandated in most Gulf countries — typically 21 days' wage per year for the first 5 years, 30 days' wage per year thereafter)
  • Confirm probation period (usually 90 days)
  • Confirm the contract language is one you read fluently — refuse Arabic-only contracts unless you have a notarised translation

Can I bring my family on a Gulf work visa?

Yes, in most cases, IF your salary meets the minimum threshold (typically SAR 3,000+/month in Saudi; AED 4,000+/month in UAE; QAR 10,000+/month in Qatar for white-collar). Lower-paid workers (construction, domestic) usually cannot bring family. Family residence visa is issued separately after you obtain your own residence visa.
