Saudi Visa Document Attestation from Pakistan: HEC, MoFA, Embassy

The Saudi attestation chain trips up more Pakistani visa applicants than almost any other step. Documents that look perfectly valid in Pakistan have no legal force in Saudi Arabia until they've been attested at all three required stages. This guide walks through the chain for the most common Saudi visa document categories — degrees, marriage certificates, birth certificates, and police clearance.

The three-stage attestation chain

  1. Stage 1 — Originating authority: Confirms the document is genuinely issued. For degrees: HEC. For marriage certificates: NADRA (computerised) or original Nikah Registrar. For police clearance: District Police HQ.
  2. Stage 2 — Ministry of Foreign Affairs (MoFA): Confirms the originating authority's seal is legitimate.
  3. Stage 3 — Saudi Embassy in Islamabad or Saudi Consulate in Karachi: Confirms MoFA's attestation. Without this final stage, the document is invalid for Saudi visa purposes.

Attestation by document type

1. Educational degrees (BA, BSc, MA, MSc, MBBS, PhD)

  1. HEC attestation — Visit your nearest HEC Regional Centre (Islamabad, Lahore, Karachi, Peshawar, Quetta) or apply via the HEC online attestation portal. Required: original degree, transcript, CNIC copy, photograph. Processing: 1–7 working days for in-person. Fee: PKR 800–1,200 per document.
  2. MoFA attestation — Visit MoFA Camp Office in major cities (Islamabad, Lahore, Karachi, Peshawar). Required: HEC-attested original. Processing: 1 working day. Fee: PKR 500 per document.
  3. Saudi Embassy attestation — Visit Saudi Embassy Islamabad (G-5 Diplomatic Enclave) or Saudi Consulate Karachi (Clifton). Required: MoFA-attested original, photocopy of CNIC, passport copy. Processing: 2–5 working days. Fee: SAR 60 per document (~PKR 4,400).

2. Marriage certificates (for family visit visa, family residence visa)

  1. NADRA Computerised Marriage Certificate — If you have the original Nikah-nama issued by a Nikah Registrar, take it to NADRA (any Mega Centre) to get a computerised marriage certificate. Required: original Nikah-nama, both spouses' CNIC, two witnesses' CNIC. Processing: 7–14 working days. Fee: PKR 250–500.
  2. MoFA attestation — Take the NADRA marriage certificate to MoFA. Processing 1 day, fee PKR 500.
  3. Saudi Embassy attestation — Final step, SAR 60 (~PKR 4,400).

3. Birth certificates (for adding children to Saudi residence visa)

  1. NADRA Computerised Birth Certificate — Issued by NADRA. Required: child's B-Form, both parents' CNIC. Processing: 7–14 days. Fee: PKR 250.
  2. MoFA + Saudi Embassy — Same as above.

4. Police Clearance Certificate (PCC)

  1. District Police HQ issuance — Apply at your home District Police Office. Required: CNIC, application form, recent photograph, sometimes character certificate from your local councillor. Processing: 15–30 days. Fee: PKR 200–500.
  2. MoFA attestation — 1 day, PKR 500.
  3. Saudi Embassy attestation — 2–5 days, SAR 60 (~PKR 4,400).

Common mistakes

  • Skipping HEC for degrees: MoFA refuses to attest unattested degrees. The chain must go HEC → MoFA → Saudi.
  • Submitting photocopies for embassy attestation: The Saudi Embassy only attests originals.
  • Wrong document type: Saudi requires the NADRA computerised marriage certificate, not just the original Nikah-nama.
  • Document damage: Folded, stapled, or laminated documents are often rejected by the Saudi Embassy. Bring documents flat in a folder.
  • Wrong embassy: The Saudi Consulate in Karachi only serves Sindh/Balochistan-resident applicants. Punjab/KP/Islamabad/Federal residents must use the Embassy in Islamabad.
  • Old PCC: PCCs are typically only accepted by Saudi authorities for 6 months from issuance.

The apostille question

Pakistan is NOT a signatory to the Hague Apostille Convention. This means apostille is not available; the full three-stage chain (HEC → MoFA → Saudi Embassy) is mandatory. Documents from Hague-signatory countries (UK, US, EU) need only an apostille, but Pakistani documents always require the three-stage chain.

Should you use an attestation agent?

For 1–2 documents, DIY is straightforward and saves PKR 10,000–20,000. For 4+ documents (a family of 5 with multiple educational degrees, marriage cert, birth certs, PCCs), an agent saves significant time. Reputable Rawalpindi and Karachi attestation agents handle 200–500 files monthly. Always verify: their physical office, prior client references, and whether they take possession of your originals (most do — bring 2 sets of photocopies before handing over).

How long does Saudi document attestation take in Pakistan?

Typical end-to-end timeline is 4–8 weeks DIY. The HEC stage is the slowest (1–2 weeks). MoFA is 1 day. Saudi Embassy is 2–5 days. Bottleneck is usually originating-authority issuance (NADRA marriage certs can take 2 weeks, police clearance 15–30 days).

Can I get my documents attested from outside Pakistan?

No. Pakistani documents (degrees, marriage certs, PCC) must be attested in Pakistan via HEC/NADRA/Police + MoFA + Saudi Embassy. Pakistani embassies abroad cannot perform this chain. Most Pakistani expats use trusted family in Pakistan or an attestation agent to handle the process.

Does Saudi accept Pakistani degrees without HEC attestation?

No. Saudi work visa and student visa applications strictly require HEC-attested degrees. Without HEC attestation, MoFA will refuse to attest, breaking the chain entirely.

How much does Saudi Embassy attestation cost in Pakistan?

SAR 60 per document, payable in PKR at the embassy at the day's exchange rate (roughly PKR 4,400 in 2026). Some document types (e.g. commercial documents) have higher rates.

Is the Saudi Consulate Karachi or Embassy Islamabad better for attestation?

It depends on your residence. Karachi Consulate serves Sindh and Balochistan residents. Islamabad Embassy serves Punjab, KP, ICT, AJK, and GB residents. Both produce identical attestation. Choose based on your CNIC address.

Can I get an apostille for Pakistani documents instead?

No. Pakistan is not a signatory to the Hague Apostille Convention. The three-stage attestation chain (originating authority → MoFA → destination country embassy) is the only valid process for Pakistani documents going abroad.
