Saudi e-Visa for Umrah from Pakistan: Complete 2026 Guide

The Saudi visa landscape has changed more in the last 36 months than in the previous 30 years. Pakistani Umrah pilgrims today have far more flexibility than a generation ago — but also more confusion about which visa to apply for, who can issue it, and how to avoid rejection. This guide walks through the three current routes, the documents required, fees as of 2026, and the most common mistakes.

Route 1 — Traditional MoFA Umrah Visa via a Pakistani agent

This remains the most common route for Pakistani pilgrims travelling in organised groups. Your licensed Pakistani Umrah operator submits your file to a Saudi Mu'allim (ground-handling office in Saudi), which submits to MoFA Saudi for visa issuance.

  • Who it suits: Group travellers, families with multiple members, first-timers preferring full-service.
  • Processing time: 5–14 working days.
  • Fee: Visa itself is no longer free as of 2022 — Saudi charges roughly SAR 300 per pilgrim (~PKR 22,000 at current rates), often bundled into the package price.
  • Single or multiple entry: Single entry, 90 days validity, 30-day stay.

Route 2 — Nusuk Masar e-Visa

Launched in late 2022 and gradually expanded since, the Nusuk Masar platform lets individual pilgrims apply directly online without going through a Pakistani agent. Pakistan was added to the eligibility list in 2023.

  • Who it suits: Experienced pilgrims, single travellers, people already arranging their own hotels and flights.
  • Processing time: 24–72 hours.
  • Fee: SAR 535 (~PKR 39,000) including the visa fee, Tawakkalna health permit, and basic insurance.
  • Validity: 90 days single entry, 30-day stay.
  • Apply at: nusuk.sa (the official Saudi platform).

Route 3 — Saudi Tourist e-Visa (also permits Umrah)

Since 2019 (relaunched and expanded post-Covid), the standard Saudi Tourist e-Visa permits the holder to perform Umrah during the visit. This is now the most flexible route — multi-entry, 1 year validity, 90-day stay per visit.

  • Who it suits: Pilgrims who want to combine Umrah with tourism (Riyadh, AlUla, the Red Sea coast), or who travel to Saudi frequently.
  • Processing time: 1–5 minutes (instant approval common).
  • Fee: USD 137 (~PKR 38,000) including insurance.
  • Apply at: visa.visitsaudi.com
  • Catch: Pakistan is currently NOT on the e-Visa eligibility list for individual self-application. Pakistani nationals must apply via a Saudi embassy or consulate in Islamabad/Karachi or use Nusuk Masar instead.

Documents required (all routes)

  • Original Machine-Readable Passport with at least 6 months validity from the date of entry
  • One recent passport-size photograph (white background, no glasses, no head covering for men)
  • Confirmed return air ticket
  • Confirmed Saudi hotel booking (Makkah, Madinah, or both)
  • Yellow vaccination card showing meningococcal ACWY and polio booster
  • Bank statement (last 3 months) — sometimes requested for tourist visa route
  • NIC copy (front and back)

Common rejection reasons

  1. Passport validity less than 6 months from date of intended entry.
  2. Photograph not meeting Saudi MoFA specs (wrong background, glasses, smiling, head turned).
  3. Previous overstay on a Saudi visit/Umrah visa (results in 3-year ban from any Saudi visa).
  4. Conflicting hotel and ticket dates (e.g. hotel from 5th but flight returning 3rd).
  5. Applying for Umrah visa during Hajj season (June 1 to mid-July) — Saudi suspends Umrah visa issuance to non-Hajj pilgrims during the Hajj window.

Hajj-season blackout

Every year, Saudi suspends Umrah visa issuance from approximately Shawwal 15 to Dhu al-Hijjah 15 (roughly mid-April to mid-July depending on the lunar calendar). During this window, only confirmed Hajj pilgrims may enter for religious purposes. Pakistani applicants planning Umrah in May or June should aim to enter and exit before Shawwal 15.

What changes between Hajj years

Saudi authorities periodically revise rules. For Hajj 1448H / 2027 onward, MoFA has signalled tighter biometric capture at Pakistani VFS centres and expanded use of the Nusuk app for ground services. We update this guide each Saudi fiscal year (March–April) to reflect changes.
