Saudi Document Attestation Process for Pakistan (HEC → MoFA → Embassy)

If you are applying for a Saudi work visa, family residence visa, or student visa, your Pakistani documents (degrees, marriage certificates, birth certificates, police clearance) must be attested through a strict three-stage chain. Get the order wrong, miss a stage, or use the wrong office and the entire process starts again. This guide walks through every step in detail.

Why attestation is required

A Pakistani-issued document — a university degree, a marriage certificate, a birth certificate — has no automatic legal force outside Pakistan. The attestation chain serves as official verification at three levels: (1) the document is genuine; (2) the original authority that signed it is recognised by the Pakistani government; (3) Saudi Arabia recognises that Pakistani government recognition.

The three-stage chain (in strict order)

Stage 1: Originating authority attestation

The body that originally issued the document verifies its authenticity. Different documents go through different stage-1 offices:

• Degrees (BA / BSc / MA / MSc / MBBS / PhD): Higher Education Commission (HEC). Visit your nearest HEC Regional Centre (Islamabad, Lahore, Karachi, Peshawar, Quetta) or apply online via HEC portal. Required: original degree, transcript, CNIC copy, photograph. Processing: 1-7 working days. Fee: PKR 800-1,200 per document.
• Marriage certificates: NADRA Computerised Marriage Certificate (NOT the original Nikah-nama). Apply at any NADRA Mega Centre. Required: original Nikah-nama, both spouses' CNIC, two witnesses' CNIC. Processing: 7-14 days. Fee: PKR 250-500.
• Birth certificates: NADRA Computerised Birth Certificate. Apply at NADRA. Required: child's B-Form, both parents' CNIC. Processing: 7-14 days. Fee: PKR 250.

Stage 2: Ministry of Foreign Affairs (MoFA) attestation

MoFA verifies that the originating authority's seal in Stage 1 is legitimate. Visit MoFA Camp Office in:

• Islamabad (G-5 Foreign Office)
• Lahore
• Karachi
• Peshawar

Required: Stage 1-attested original document. Processing: 1 working day. Fee: PKR 500 per document.

Stage 3: Saudi Embassy / Consulate attestation

Saudi authorities verify that the MoFA attestation in Stage 2 is legitimate. Visit:

• Saudi Embassy Islamabad (G-5 Diplomatic Enclave) — for Punjab, KP, ICT, AJK, Gilgit-Baltistan residents
• Saudi Consulate Karachi (Clifton) — for Sindh and Balochistan residents

Required: MoFA-attested original document, photocopy of CNIC, passport copy. Processing: 2-5 working days. Fee: SAR 60 per document (~PKR 4,400 in 2026).

A typical Pakistani heading to Saudi for work needs 3 documents attested: degree, marriage certificate (if going with family), and PCC.

Realistic timeline DIY: 4-8 weeks. With an agent: 3-5 weeks.

Common pitfalls

• Skipping HEC: MoFA refuses to attest unattested degrees. The chain must go HEC → MoFA → Saudi.
• Submitting photocopies for embassy attestation: The Saudi Embassy only attests originals.
• Wrong document type: Saudi requires NADRA Computerised Marriage Certificate, NOT the original Nikah-nama.
• Document damage: Folded, stapled, or laminated documents are often rejected. Bring documents flat in a folder.
• Wrong embassy: The Saudi Consulate in Karachi only serves Sindh / Balochistan-resident applicants.
• Old PCC: PCCs are typically accepted by Saudi authorities for only 6 months from issuance.

The apostille question

Pakistan is NOT a signatory to the Hague Apostille Convention. This means apostille is not available for Pakistani documents — the three-stage chain is mandatory. Documents from Hague-signatory countries (UK, US, EU) need only an apostille; Pakistani documents always need full attestation.

DIY or agent?

For 1-2 documents, DIY is straightforward and saves PKR 10,000-20,000.
